The 3% success fee is how we align our incentives with yours. We do not want to collect a large flat fee and hand you something that does not get funded. The success fee means we have as much reason to write a winning grant as you do.
When do you pay it? Within 30 days of receiving your Notice of Award (NoA) from NIH. You pay from your company or institution's operating funds.
Why not from the grant? NIH policy prohibits contingency fees from being paid directly from federal grant funds. The success fee comes from your operating budget, not the award.
